Istikshaf is a project that aims to develop an interactive platform for mobility operators, artists, policymakers and cultural professionals in order to deepen understanding and further opportunities that structure artistic mobility in the Mediterranean. It was initiated by the Arab Education Forum and is backed by the Anna Lindh Foundation. Partner organisations are the Roberto Cimetta Fund, The Arab Theatre Training Centre in Lebanon, Dramatiska Institute from Sweden, Studio Emmadeddine in Cairo and Al Balad Theatre in Amman.

Together these partners aim to:
- Develop a platform of mobility operators (funders/programmes) in the Euro-Med Region that support artistic mobility and will organise two meetings to develop interaction between these operators.
- Create communication tools to favour the setting up of collaborative arts projects in the Euro-Med region, through newsletters, publications and web media.
- Increase opportunities for mobility by organising three regional meetings of artists and practionners whose work relies on networking and exchange.
- Favour the emergence of cultural connectors in the arts sector who will respond to the challenges of international cooperation and mobility.

In order to achieve these goals the partners will contact mobility operators in the region to ask them to provide information on their respective programmes. These programmes will be promoted to the artistic community in the relevant Mediterranean countries through existing web portals (On-the-Move.org, for example). A mapping process will evolve that will locate and encourage communication with artists, cultural operators and cultural organisations throughout the region in an effort to reduce artistic isolation and improve intercultural dialogue between Mediterranean countries.

In the framework of this project, The Roberto Cimetta Fund will organise two European meetings that will take place in 2010 or during the first semester 2011. The first meeting will group together some twenty mobile artists and/or cultural operators who are particularly interested in transnational exchange and networking. They will be able to share ideas and experiences on the question of mobility in the Mediterranean during plenary sessions and workshops.
The second meeting will group together mobility operators working in Europe who are keen to open up their programme to neighbouring countries particularly on the South and East coasts of the Mediterranean. This meeting will give the opportunity to share experiences and reflect on new opportunities for mobility in and around the Mediterranean.

This scheme enables the partners and other operators to meet at regular intervals over a period of two years (January 2010 to August 2011) in order to explore the question of cultural mobility and its implications in political, economic, philosophical and strategic terms. It also acts as an advocacy group so that the opinions of artists, programmers, distributors and cultural workers can be communicated to local political or institutional representatives. Finally this scheme also enables mobility funders and operators to access common resources and tools (such as publications and web portals) that are easy to use and that will increase the sustainability and efficiency of artistic and cultural projects in the region.

Le projet « Istikshaf » a pour but de développer une plateforme permanente (virtuelle et réelle) entre les opérateurs de la mobilité artistique, les artistes et les professionnels de la culture sur la question de la structuration de la mobilité artistique en Méditerranée. Ce projet a été initié par le Forum Arabe de l’Education et reçoit le soutien de la Fondation Anna Lindh. Les organisations partenaires de ce projet sont le Fonds Roberto Cimetta, le Centre de formation théâtrale arabe au Liban, l’Institut Dramatiska en Suède, le Studio Emmadeddine au Caire et le Théâtre Al Balad à Amman.

Ensemble, ces partenaires souhaitent :
- développer une plateforme d’échanges entre les opérateurs de la mobilité artistique (financeurs/programmes) dans la région euro-méditerranéenne. Dans ce cadre ils organiseront deux réunions régionales pour amorcer une réflexion et des actions communes.
- Créer des outils de communication (bulletins d’information, publications, plateforme d’échanges interactifs) afin d’encourager la mise en place de projets de coopération artistique en région euro-méditerranéenne.
- Augmenter les opportunités et initiatives en faveur de la mobilité. Dans ce cadre trois réunions régionales seront organisées entre les artistes et leurs opérateurs culturels.
- Favoriser l’émergence de médiateurs dans le secteur artistique capables de répondre aux défis de la coopération internationale et de la mobilité.

Afin d’atteindre ces objectifs les partenaires prendront contact avec des opérateurs de la mobilité et artistes dans la région pour rendre les opportunités et initiatives accessibles en ligne via des portails déjà existants (par example, On-the-Move.org). La volonté de répertorier les différents acteurs de la mobilité artistique nous permettra de réduire l’isolement de certains artistes et d’améliorer le dialogue interculturel dans la région.

Dans le cadre de ce projet, le Fonds Roberto Cimetta organisera deux réunions régionales qui auront lieu soit au deuxième semestre 2010 soit au cours du premier semestre 2011. La première réunion rassemblera une vingtaine d’artistes et/ou opérateurs culturels particulièrement intéressés par l’échange transnational et le travail en réseau. Ils auront l’opportunité de partager leurs idées et expériences sur la question de la mobilité en Méditerranée pendant des séances plénières et des ateliers.
La deuxième réunion regroupera les opérateurs de la mobilité en Europe qui souhaitent ouvrir leur programme aux pays voisins particulièrement ceux des rives sud et est de la Méditerranée. Cette réunion offrira l’occasion d’entamer un dialogue fructueux sur les besoins afin d’améliorer la mobilité et la créativité en Méditerranée.

Les partenaires meneront une action de sensibilisation et de représentation auprès des instances publiques et politiques locales dans une perspective de développement durable dans la région.
