Trans Europe Halles is looking for an external evaluator to help assess the impact of the Common Spaces project. TEH needs expertise to measure the Common Spaces project’s progress in supporting grassroots cultural centres across Europe.
Common Spaces (2025–2028) is a four-year initiative co-funded by the Creative Europe programme of the European Union, implemented by Trans Europe Halles (TEH). It builds on the insights gained from the earlier The Network Project (2022–2024). The Common Spaces project addresses the emerging challenges and needs of grassroots arts and culture centres across Europe, focusing on promoting social, environmental, and spatial justice through sustainable, creative and resilient cultural spaces.
The evaluation results will help TEH develop advocacy and policy recommendations, as well as measure the impact of project activities. TEH seeks to engage an external evaluator to develop and implement a comprehensive evaluation framework that will assess the effectiveness, outcomes and impact of the Common Spaces project. This will ensure that the project’s activities are monitored, evaluated, and aligned with the overarching programme objectives set by the Creative Europe programme framework.
The service provider shall be engaged for a period of 20 days from 30 April 2025 to 15 December 2028. The approved budget for the professional service is 6,400 EUR (VAT excluded).
