Safe Artists: European Emergency Protection, Support and Resilience Programme for At-risk Artists and Cultural Practitioners

This publication is the third operational instrument proposed under the Volume 4 ‘Developing New Policy Instruments and Operational Tools: The Situation of At-risk and Displaced Artists and Culture Professionals’ and directly derived from the two-year international research-action project examining The Situation Of At-risk and Displaced Artists and Culture Professionals.

SAFE ARTISTS has been conceived in response to an increasingly complex protection landscape and to the specific needs of artists and cultural practitioners at risk, as well as the civil society organisations that support them. The programme would be structured around the typical trajectory of a cultural practitioner facing danger, offering tailored support at each stage of risk, displacement and recovery. It would begin with immediate emergency protection, progress towards safe temporary relocation that enables artists to stabilise and regain perspective, and ultimately provide access to longer-term pathways through which they can rebuild professional agency, secure dignified livelihoods, and establish new networks.

Through this operational framework, On the Move seeks to strengthen the case for launching a pilot action to test a new policy instrument aligned with the ambitions of the Culture Compass for Europe and positioned within the future AgoraEU programme.
