As part of its multiannual programme New Solidarities, co-funded by the European Union, On the Move will organise the next edition of its Cultural Mobility Webinar series, offering a shared space for collective reflection on issues affecting the international circulation of artists, cultural professionals, and their works.
This edition will focus on algorithmic justice — the pursuit of equitable design, development, deployment, and governance of algorithmic systems, so that their decisions and impacts are fair, explainable, accountable, and do not disproportionately harm individuals or groups, particularly those who have been historically marginalised. Sitting at the intersection of digital cultural mobility, international cultural relations, and algorithmic governance, the webinar will explore stakes that are not only technical, but also political, cultural, and economic — namely, who gets to participate in global cultural exchange, under what conditions, and with what visibility.
Together, the participants, panellists and the moderator will discuss how algorithms shape who becomes visible and discoverable across borders, and how this visibility is emerging as a new form of cultural power. They will also consider how digital platforms, while lowering some barriers to participation, distribute opportunities unevenly, meaning that digital mobility can both democratise cultural exchange and reinforce existing inequalities. The discussion will further examine how private platforms increasingly govern the terms of international cultural exchange, shaping content moderation, recommendation systems, and ultimately cultural diversity itself, often in ways that favour dominant languages and already-popular creators at the expense of local, experimental, or minority voices.
The webinar will also address whether digital systems treat artists and communities fairly, and whether creators are able to contest or even understand the algorithmic decisions that affect their visibility — questions that lie at the heart of algorithmic justice as a precondition for equitable digital cultural mobility. Finally, participants will reflect on how digital technologies are redefining cultural mobility itself, expanding it beyond physical travel to include virtual residencies, online performances, and hybrid festivals.
Through this dialogue, the webinar will bring together a variety of stakeholders to reflect collectively on how the cultural sector can help shape fairer, more transparent, and more inclusive digital futures.
